What is AWS DOLBY_VIS-HD-NTM?

Normalized minutes are a standardized way to measure transcoding time based on complexity. `DOLBY_VIS` represents Dolby Vision encoding, `HD` represents HD resolution, and NTM represents Normalized Transcoding Minutes. Pricing is tiered, with reduced rates for increased usage.
